A public administration body or entity, either direct or indirect, or a nonprofit legal entity governed by Brazilian law, headquartered and domiciled in the country, that includes in its institutional mission or in its social or statutory purpose the pursuit of basic or applied scientific or technological research, or the development of new products, services, or processes.
